Two numbers, one of them measured
Open any weather app and you get two temperatures. One was read off an instrument; the other was calculated.
Air temperature is the measurement. Taken by a shaded, ventilated sensor about 1.5 metres above open ground, away from buildings and paving. It is the number every specification in the physical world is written against.
Feels-like is a model of a person. It takes the air temperature and adds whichever other factor is doing the most to your body's ability to shed or hold heat, then reports the answer as a temperature so you have something to compare it to. Nowhere is the air at that temperature. It is an equivalence: this is what still, moderate conditions at that temperature would feel like.
Different providers call it apparent temperature, real feel, or feels-like. They are the same idea, and not always the same formula.
In cold weather it is wind chill
Below about 50 °F (10 °C), feels-like is wind chill, and the input is wind speed.
Still air next to your skin forms a thin warm layer. Wind removes it and keeps removing it, so skin loses heat faster. The formula converts that heat-loss rate into an equivalent still-air temperature. The first few miles per hour matter most, and the colder the air, the more each additional mile per hour takes off.

In warm weather it is about humidity
Above roughly 80 °F (27 °C), the limiting factor is not wind but evaporation.
Your body cools itself mainly by sweating. Sweat cools you when it evaporates, and evaporation slows as the air gets more saturated. So on a humid day your cooling system is working at reduced capacity, and the same air temperature is harder on you than it would be in dry air. The index that captures this pushes feels-like above the air temperature — sometimes far above.
That is why the same 90 °F is unremarkable in Phoenix and oppressive in Houston. The air temperature is identical; how well you can shed heat is not.
The gap between the two seasons
There is a band in the middle where neither effect is large, roughly 50 to 80 °F (10 to 27 °C), and in it feels-like usually equals the air temperature. Apps often stop showing a separate figure there, which occasionally reads as a bug. It is not: the formulas are only defined at the ends of the range, and in the middle there is nothing to add.
Which produces the pattern most people have noticed without naming it — feels-like is lower than the temperature all winter, higher all summer, and identical in spring and autumn.
Which number your decision needs
The useful rule is short: feels-like for people, air temperature for everything else.

The mistake worth avoiding runs in one direction. Seeing a feels-like of 5 °F and worrying about pipes that are sitting in 22 °F air is harmless. Seeing a comfortable feels-like and forgetting the air is at 28 °F is how plants get lost.
Why the numbers move when the temperature does not
Feels-like can change while the air temperature holds steady, because its other input changed. The wind picked up, or the humidity rose. This is normal and is the number doing its job.
It also means feels-like inherits every uncertainty in that second input, and wind is the least uniform thing in a forecast — it varies street by street and minute by minute. Two apps agreeing on temperature and disagreeing by eight degrees on feels-like are usually just using different wind figures. The air temperature is the more stable of the two numbers, which is another reason to prefer it whenever the decision is not about a person.
